My Dishes Have a White Film on Them
At one time, this was less of a problem because detergents used to have phosphates in them. Since phosphates have been banned from most detergents, we have to try different ideas to rid our glass dishware of that nasty white film. One helpful habit is to scrape and rinse your dishes before you set them in the dishwasher.
Also, you can set a cup of vinegar in the rack in you dishwasher. Don't just pour the vinegar into the dishwasher. You want to set the cup of vinegar in the rack so that, as water splashes into the cup, the vinegar splashes out. This way vinegar will circulate and spray on your dishes through the entire cycle. At the end of the cycle, you just dump the cup into the sink, rinse it out, and let it dry.
Lemon juice can also work. Below is a a video on the problem.

No Water, No Cleaning, No Noise, No Anything
Try the breaker. Sometimes a power surge will throw a breaker. If your breaker shuts off again, DO NOT try to hold the breaker on. It could cause major problems if you do.
